Merge PDFs into one readable document, not just a larger attachment
Combining a proposal and its attachments should make the material easier to follow. A useful merge starts with the order of ideas, then checks that the actual pages are complete.
Order the material around the reader’s question
Place the main document before its supporting material unless the recipient specifies a different order. Filenames help identify documents, but do not replace checking the first and last page of each part.
Merging assembles pages into a new document; it does not rewrite their content. A portrait page may be followed by a landscape page, and each attachment may restart its printed numbering at 1.

Inspect the joins between documents
The end of one section and start of the next are especially useful checkpoints. Is a page missing, a cover duplicated, or an outdated attachment included? The correct total page count alone cannot answer those questions.
Open the assembled copy and check its text, images and important links. Do not assume that merging creates a new table of contents, standardizes dimensions or automatically compresses the file.
Retain originals when document integrity matters
ToolRoof’s local merger accepts up to 10 files, with a combined 10 MiB input limit and up to 100 pages. Protected, signed and interactive-form documents are outside this workflow; it is not a way to prove that a signature remains valid.
Keep the source documents separately from the assembled copy. If a recipient requires a signed original or a fillable form, the merged document is not an assumed substitute.
Example: a proposal with two attachments
A 3-page proposal, a 2-page table and a 4-page attachment produce 9 pages in that order. The proposal occupies positions 1–3, the table 4–5 and the attachment 6–9.
Inspect the transitions from position 3 to 4 and from 5 to 6. If the attachment’s first sheet has a printed 1, merging will not automatically replace it with 6: a page’s position and its printed number are different things.
